I ran across another fascinating comment today on one of the blogs that I look at from time to time. The subject was Pakistan and the comment was this one
Since Pakistan is a nuclear state, the US would be forced to back a military coup should the islamists win control of the government in elections.The majority of Pakistanis in Pakistan have IQs below 85. This makes them too unintelligent to be trained to live in a modern country, except as unskilled labor. The religious clerics may be slightly brighter, but barely.
The elites who currently run things are split politically, so a military dictatorship would be very harsh, necessarily, to maintain control.
I was at first stunned by the second paragraph but then I wondered, where in the hell do you get the average IQ’s for the population of a nation?
Fortunately, I was not the only one who wondered and the question was asked and answered.
IQ of nations: This table says Pakistan rates in at 81. Unfortunately, being smart is no guarantee of a decent society, the average in North Korea is 104.

This made me start wondering, “What are the differences in politics, industry, militarism and crime?”
Everything started running together on me and I started feeling dizzy so I said to hell with it.
The Falcons play the Saints tonight on Monday Night Football.
I think that watching the ball game is a little bit more in line with my IQ.

Looking at the material on the Web page you pointed to, I'd say that their conclusions should be taken with a significant grain of salt. Some of the pages they link to with approval are pretty standard attempts to correlate race with intelligence, based on what I understand is not very respectable science.

The particular IQ rating they gave for Pakistan was explained this way:
p. 73-80, Table 6.5: National IQ based on arithmetic means calculated by Lynn and Vanhanen (2002), in parentheses PISA scores of "mathematical competence" (Prenzel, Manfred et al. (eds).: PISA 2003. Münster: Waxmann 2004, p. 70, Table 2.9; or: PISA 2003: A Profile of Student Performance in Mathematics) , transformed into IQ (PISA scores, mean 500, SD 100, have to be transformed into IQ values, mean 100, SD 15, by adding or subtracting the deviation from the mean in the relationship 100 : 15 = 6,67, that means PISA 433 corresponds to IQ 90, PISA 500 to IQ 100, PISA 567 to IQ 110):
So, that's a correlation between a specific math score on Pakistani students and IQ... about as dubious as the race/IQ correlations RSA mentioned, if you ask me.
